I believe the comment "you look very summery today'' is meant as a compliment because summer has positive connotations (in general in western countries) so it was a very oblique way of saying you look nice. It's more of an observation with positive connotations than a straight compliment (but please go ahead and treat it like a compliment) - I find that neurotypical people make these types of observations with positive connotations as a way to start a conversation, or just to fill silence with talking as a method of feeling less 'awkward' in social situations.
